Monitoring of The Implementation of The Transport Strategy of The Russian Federation

Since 2015 the RACITS is conducting the monitoring of the “Transport Strategy of the Russian Federation for the period up to 2030” in accordance with the State Contract for the support of the implementation of this national strategic document. The results of these activities are represented in regular periodical Reports, which are issued on a yearly and quarterly basis.

These reports reflect the generalization of official information of the state statistical observations, as well as of data submitted by divisions of the Ministry of Transport and by other engaged agencies and services of Russia, available at the time of a report preparation.

The Reports typically consist of the following parts and sections:

1. Analysis of the dynamics of achieving the goals of the transport strategy Monitoring of the actual values of the indicators of the Russian Federation's Transport Strategy.
2. Analysis of the dynamics of achieving the goals of the transport strategy:
   1. Analysis of the level and trends of reaching the target indicators’ set values:
      1. Assessments of the level and trends of reaching the target indicators’ set values on the Goal 1 “Formation of a single transport space in Russia on the basis of a balanced advanced development of efficient transport infrastructure”. The generalized integral assessment of the achievement of the goal;
      2. Assessments of the level and trends of reaching the target indicators’ set values on the Goal 2 “Ensuring the availability and quality of transport & logistics services in freight traffic at the level of the country's economic development requirements. The generalized integral assessment of the achievement of the goal;
      3. Assessments of the level and trends of reaching the target indicators’ set values on the Goal 3 “Ensuring the availability and quality of transport services for the population in accordance with the social standards”. The generalized integral assessment of the achievement of the goal;
      4. Assessments of the level and trends of reaching the target indicators’ set values on the Goal 4 “The integration into the global transport space and the development of the country's transit potential”. The generalized integral assessment of the achievement of the goal;
      5. Assessments of the level and trends of reaching the target indicators’ set values on the Goal 5 “Improving the safety level of the transport system”. The generalized integral assessment of the achievement of the goal;
      6. Assessments of the level and trends of reaching the target indicators’ set values on the Goal 6 “Reducing the negative impact of the transport system on the environment”. The generalized integral assessment of the achievement of the goal;
   2. Analysis of the level and trends of reaching the values of the main volumes’ indicators of the Transport Strategy.
   3. Analysis of the conditions and factors that influenced the implementation of the Transport Strategy.
3. Monitoring of the execution of the Action Plan for implementation of the Russian Federation's Transport Strategy for the medium term (2014-2018)
   1. Results and analysis of the implementation of the Transport Strategy’s Action Plan, including disaggregation by Goals 1 – 7.
