The “Research and Analysis Centre for Integrated Transport Solutions” (RACITS) is the state-owned and state-financed institution within the system of the Ministry of Transport (Mintrans) of the Russian Federation. The RACITS is the exclusive authorized consultant with the affirmed methodology to analyze issues of comprehensive development of all modes of transport and to work out solutions based on multimodal principles. The Center provides applied studies, data analyses and projects’ support and control for the Mintrans, other federal ministries and entities, as well as for administrations of different regions of the Russian Federation (e.g., Republic of Tatarstan, Volgograd, Kaluga, Samara and other oblasts), for major transport and industrial companies (e.g., Russian Railways, Rosmorport, Nornickel, RUSAL, etc.), for different associations of forwarders, carriers, logistic providers, and so on. The RACITS is engaged in activities of the Eurasian Economic Union’s transport & infrastructure programs, it prepares analytical data for Russian representatives in Inland Transport Committee of UNECE and in Committee on Transport of ESCAP and supports other international events with the participation of the Russian parties.

Main studies and developments carried out by the RACITS during last 2 decades:

  • the ‘Concept of the National Transportation Policy of the Russian Federation’;
  • integrated transport projections as parts of the general ‘Russian Federation socio-economic development projections’ for appropriate terms;
  • the Federal Target Program ‘Modernization of the Russian Transport System (2002-2010)’;
  • the above Federal Program’s Subprogram ‘International Transport Corridors’;
  • the ‘Transport Strategy of the Russian Federation’;
  • the Automated Management System for the transportation complex (AMS TC) of the Russian Federation;
  • development, implementation and operation of the ‘Transport Economic Balance of the Russian Federation’ computerized system;
  • development of a unified financial model with an evaluation tool for investment projects in transport industry, including public-private partnerships’ mechanisms;
  • studies on enhancement of transportation systems of the Federal Districts, Federal subjects (Republics, Krays, Oblasts, etc.) of the Russian Federation;
  • development of analytical and research material required to support the Russian activities in international cooperation with different bodies and organization, including UN ECE, UN ESCAP, APEC, ASEAN, WTO, EAEU and others;
  • development of the Federal Project ‘Transport & Logistics Centers’ Implementation Plan and management and control over its execution.
